Summary:
Idaho is operating a Medicaid ACO program based on their long-standing commitment to patient centered primary care for Medicaid beneficiaries. In 2020, the state added an accountable care focus, the Health Connections Value Care (HCVC) program which includes two models: accountable primary care organizations, and accountable hospital care organizations. Both types of Value Care Organizations (VCOs) aim to contain total costs of Medicaid care and improve quality. Both types of VCOs share savings and losses. Performance measures include hospital readmissions, emergency department visits, breast cancer screening, diabetes measures, and well child visits. The program went live January 1, 2022, contracting with 11 VCOs across the state. The Idaho VCOs include Idaho’s 16 Federally Qualified Health Centers (FQHCs) which previously joined together in a statewide network called the Community Health Center Network of Idaho (CHCN) which contracts with both commercial plans and the state Medicaid program.
