Randy Cook is ACO executive for AmpliPHY of Texas ACO, LLC and a seasoned healthcare professional with a comprehensive background across multiple healthcare industry sectors. Mr. Cook started on the provider side as a mental health counselor. For nine years he worked in the payer sector running operations in various markets for John Deere Health Care. With Columbia/HCA, he experienced healthcare from the hospital perspective. Joining UniPhy and later at State Volunteer Mutual Insurance Company, he has seen the healthcare industry through the eyes of physician practices. By starting Meritus, LLC and now AmpliPHY Physician Services, Mr. Cook applies entrepreneurial skills to healthcare. He believes the key element for success is physician leadership partnered with management know-how. He applies this belief, experience, skill and knowledge at AmpliPHY Physician Services. AmpliPHY is focused on helping physicians lead the transformation of healthcare in their own markets. He has a bachelor's degree from Carson-Newman College and a master's in public health from the University of Tennessee. He is a certified medical practice executive and a fellow in the American College of Medical Practice Executives.  

Jill Herbold is a principal and consulting actuary with the Indianapolis office of Milliman and has been with the firm since 2009. She has developed an expertise in the analysis of the financial risks associated with the financing and delivery of healthcare services. She routinely works with self-funded groups, insurance companies, managed care organizations, and provider organizations. In the last few years, Jill has been involved with a variety of opportunities supporting provider payment reform and alternative payment models. Prior to joining Milliman, Ms. Herbold worked with CIGNA for 16 years. She is a graduate of University of Illinois, Urbana-Champaign.

 

Colleen Norris is a consulting actuary in the Denver office of Milliman and has been with the firm since 2008. She specializes in providing analytical and strategic support to organizations engaging in new models of reimbursing providers. She has helped both providers and payers develop quantitative approaches of understanding and measuring the spectrum of potential risk under a variety of potential arrangements. Ms. Norris’ experience includes analyzing changes to provider reimbursement contracts to ensure consistency with desires goals, modeling risk transfers in reimbursement contracts, and developing strategic approaches to manage transferred risks. She also has experience with Medicare ACO (MSSP & Next Gen) and MACRA risk impact assessments and strategic planning. Ms. Norris has experience with using predictive models to help organizations identify, measure, and monitor key risk factors. Her background also includes commercial healthcare benefit plan design, pricing, feasibility studies, and financial modeling. She has a masters in physics from the University of California San Diego (UCSD) and a bachelors of science in physics from Creighton University.

Stephen Nuckolls currently serves as the chief executive officer of Coastal Carolina Health Care, PA, and their ACO, Coastal Carolina Quality Care, Inc. His responsibilities include the direct management of the 50 provider multi-specialty physician-owned medical practice. Additionally, he is responsible for overseeing the daily operations of the medical practice's Advanced Payment Model ACO that was selected by CMS in the initial round in April 2012. Prior to the formation of this organization, Mr. Nuckolls helped guide physicians and integrated hospital organizations in the formation of larger systems. Mr. Nuckolls earned his BA in economics from Davidson College and his MAC from UNC's Kenan-Flagler Business School. He is a founding board member of NAACOS and currently serves as chair. 

Thomas H. Kloos, MD, is vice president of Atlantic Health System, president of Atlantic ACO, and executive director of the Atlantic MSO, a management services organization which supplies management services to both the Atlantic ACO and Optimus Healthcare Partners ACO. The two ACO’s serve both the MSSP program and commercial relationships and encompass over 80000 attributed Medicare beneficiaries and over 200,000 commercial attributed beneficiaries. Dr. Kloos currently is a board member of the National Association of ACOs. He was the past president of Optimus Healthcare Partners ACO and Vista Health System IPA. On the payer side, he was a trustee and past board vice president of the Affiliated Physicians and Employers Health Plan, a self-funded MEWA plan. Dr. Kloos is a board certified internal medicine practitioner, previously NCQA certified in diabetes care, and was a NCQA recognized level 3 patient centered medical home. He graduated from the University of Louisville Medical School in 1979. 

Elena Tkachev is a vice president, ACO analytics at Collaborative Health Systems, subsidiary of Wellcare and supports 18 ACOs with more than 4,200 physicians serving 222,000 Medicare beneficiaries. She focuses on transforming information into insight to improve managerial operations and prescribe clinical action that enhances beneficiary health outcomes. Previously, Ms. Tkachev worked at McKinsey Healthcare Analytics Group, where she concentrated on design and development of Innovative Population-Based Delivery and Payment Models. She also held leadership and analytics positions at Horizon BCBS of New Jersey, Anthem and Milliman. Ms. Tkachev earned an MBA from Fordham University and a BS in actuarial science from Maryville University. 

Andrew Webster MS, ASA, MAAA, is the founder, actuary and licensed broker at Validate Health, a member company of the HealthTech incubator MATTER in Chicago.  Validate Health provides cloud-based actuarial analytics and reinsurance procurement services to accountable care organizations. Mr. Webster is also webmaster and predictive analytics track lead at the Chicago Actuarial Association, mentor for the Society of Actuaries non-traditional internship program and co-organizer of the Chicago InsurTech Meetup and Python in Insurance conference.  He currently serves in a consulting role for the National Association of ACOs. 

 

Michael Weiss, MPH, is a senior health economist with Populytics, a Lehigh Valley- based population health and analytics firm, and wholly-owned subsidiary of Lehigh Valley health Network (LVHN). Mr. Weiss’ areas of expertise include national health policy, population health analytics, reimbursement models, and risk contracting analytics. He has a background in health systems research, and is published in peer reviewed journals across various medical disciplines. Mr. Weiss is on the faculty at DeSales University, Center Valley, Pa., in the doctor of nursing practice program where he teaches applied biostatistics and epidemiology. He holds a BS degree from Wagner College and a master’s degree in public health from Rutgers School of Public Health.
